The Investment Opportunities in the Rwandan Energy Sector report explores investment opportunities for Dutch businesses in the energy sector. In 2020, the Rwandan Ministry of Infrastructure estimated that 52.2% of the Rwandan population has access to energy. Currently, 38% of the Rwandan population has access via on grid and 14% is connected to an off-grid system. The Rwandan government aims to reach universal access to electricity for the entire population by 2024.
The report seeks to evaluate investment opportunities along the aid and trade spectrum. Some of these business models can be market-driven; others will require subsidies. Opportunities are identified in three Rwandan energy sectors: clean cooking, solar home systems, and mini-grids.
